The government plans to approve new regulations on July 2 concerning the downing of drones, missiles, or aircraft that violate Moldova’s airspace. Authorities will be authorized to take both kinetic and non-kinetic actions.
Non-kinetic action involves taking control of the aircraft, detecting it, establishing the identity of the drone-operated aerial vehicle, and deactivating its control or communication systems.
Kinetic measures, according to the draft law on national airspace security, involve “the use of physical force to immobilize, destroy, or neutralize the unmanned aircraft using projectiles or other types of weapons, to down it or render it inoperable.”

Authorities will decide to shoot down, neutralize, or take control of pilotless aircraft if they violate Moldova’s airspace, fail to comply with airspace usage rules, or threaten national security.
The new rules permit crashing missiles that violate Moldova’s airspace. Also, the draft measures state that in the event of armed aggression against Moldova, “all civilian or state aircraft flights are prohibited without special authorization issued by the Ministry of Defense.”
When unauthorized aircraft enter national airspace, authorities will first contact the pilots, determine the aircraft’s position and identity, and issue instructions from the ground. If necessary, they will intercept the pilotless, fire warning shots, or use lethal force.
The authorities also plan to regulate unauthorized aircraft incursions during exceptional situations. In such cases, they will take steps to ensure the aircraft lands safely, identify the crew and passengers, inspect the cargo, and guard the airframe until it receives clearance to resume flight.
