New Entry Rules for Latvia Starting January 1, 2025: Moldovan Drivers Targeted

The Ministry of Foreign Affairs (MFA) announced that Starting January 1, 2025, the Republic of Latvia will implement new entry rules for vehicles from third countries, including the Republic of Moldova.

Thus, citizens of the Republic of Moldova who intend to transit or travel to Latvia are required to declare vehicles registered in the Republic of Moldova before crossing the Latvian border, using the electronic services of the Road Traffic Safety Directorate (RTSD), available on the E-RTSD platform.

The declaration is free of charge and completed online without authentication, but it requires confirmation of an email address.

The required data include:

  • The make, model, and country of registration of the vehicle;
  • The vehicle’s registration number;
  • The details of the owner or holder of the vehicles;
  • The period of vehicle use in Latvia.

Vehicles are exempt from declaration if:

  • They belong to persons with diplomatic immunity;
  • They are used for official or technical missions of diplomatic missions or international organizations, including for transit.

Note: The above circumstances must be supported by relevant documentation, which may be requested by Latvian authorities during roadside checks in Latvia.

Failure to comply with the declaration obligation may result in financial penalties ranging from €55 to €140.

Additional attention: Declaring the vehicle does not replace the obligation to register vehicles used in Latvia for a period exceeding three consecutive months.

“We recommend that all Moldovan citizens intending to transit or travel to the Republic of Latvia with vehicles registered in the Republic of Moldova comply with the new provisions to avoid difficulties crossing the Latvian border,” the MFA stated.
