The new local taxes that came into effect in Chisinau on July 23, 2024, will apply starting from the fiscal period for the third quarter of 2024, specifically from July 26, 2024.
For the fiscal periods corresponding to the first and second quarters of 2024, as well as for the period from July 1 to July 25, 2024 (covering the third quarter of 2024), the local tax rates apply based on the provisions of point 31 from the General Mayor’s Decree No. 663-d of December 29, 2023, “Regarding the Implementation of the Provisional Municipal Budget of Chisinau for 2024,” by CMC Decision No. 21/10 of December 14, 2022, “Regarding the Implementation of Local Taxes for 2023” (with subsequent amendments).
The authorities anticipate collecting 387.8 million lei from local taxes, representing 5% of the total revenue for the municipal budget.
In Chisinau, the following local taxes apply:
- Tax for territory development: 41.4 million lei
- Tax for organizing auctions and lotteries: 20.3 million lei
- Tax for placing advertisements: 2 million lei
- Tax for local symbols: 1 million lei
- Tax for accommodation: 28 million lei
- Tax for parking: 9 million lei
- Tax for sanitation: 28 million lei
- Tax for advertising devices
- Tax for dog owners
- Market tax

“Considering that the inflation rate in 2022 was 28.7%, we proposed a 6% adjustment to avoid burdening businesses. This will bring an additional 67 million lei to the municipal budget,” explained Olesea Psenitchi, head of the General Finance Department.
