Parliament Approves Draft to Reorganize State Institutions for Greater Efficiency

Parliament approved in the first reading a draft law to reorganize several state institutions by transferring their subordination from the Government to the relevant ministries. Deputy Secretary General of the Government Lilia Dabija stated that the reform will improve efficiency in central public administration.

The draft law assigns the State Agency for Intellectual Property to the Ministry of Justice. It places the Interethnic Relations Agency and the National Agency for Research and Development under the Ministry of Education and Research. It moves the Agency for Medicines and Medical Devices to the Ministry of Health and the Public Property Agency to the Ministry of Economic Development and Digitization.

Meanwhile, several institutions will remain under their current subordination. These include the National Agency for Prevention and Combating Violence Against Women and Domestic Violence, the National Statistics Bureau, the National Anti-Doping Agency, the Bureau for Investigation of Transport Accidents and Incidents, the Geodesy, Cartography and Cadaster Agency, the National Social Insurance House, and the National Health Insurance Company.

Each ministry will directly coordinate the agencies responsible for its policy area. This restructuring will eliminate overlapping responsibilities and enhance the ministries’ institutional capacity.

At the plenary session, Lilia Dabija emphasized that shifting agencies under ministerial authority will clarify the separation between policy development and implementation.

Parliament must still pass the draft in the second reading. If approved, the amendments will take effect on January 1, 2026.
