The Security Service and the National Police of Ukraine have blocked six new schemes used to evade mobilization and have detained several organizers of these networks.

During the operation, authorities detained three employees of an emergency medical center in the Odesa region while they transported men to Transnistria, posing as medical staff. Officers caught them in the act as they moved a conscription evader, with one suspect posing as a driver–medical assistant.

In the same region, authorities charged a local farmer with organizing an illegal route to move conscription-age men across Ukraine’s borders while bypassing checkpoints.

In the Zakarpattia region, law enforcement detained another individual who organized a new escape route to the European Union for people avoiding mobilization. According to case materials, the suspect coordinated a convoy system: a reconnaissance driver moved ahead to check for checkpoints, while a second vehicle carried the individuals. When they detected checkpoints, organizers instructed passengers to stop, leave the vehicle, and use maps to bypass control points on foot. Authorities detained the organizer in the Rakhiv district while he transported three people toward the state border.

In the Lviv region, authorities detained a psychiatrist from a regional hospital who allegedly agreed to issue Category III disability status in exchange for a bribe. Investigators say he also promised to influence members of a commission responsible for assessing daily functioning capacity.

In the Dnipropetrovsk region, law enforcement uncovered another scheme involving falsified military medical commission conclusions declaring individuals unfit for combat service. Investigators say the intermediary offered mobilized soldiers assistance in influencing medical commissions to obtain false documents and transfer them to rear units.

In Vinnytsia, authorities detained a resident of Kyiv who organized an illegal migration channel out of Ukraine. The suspect transported conscription evaders and arranged crossings of the Dniester River by swimming.

Investigators say the suspects charged conscription-age individuals between $2,000 and $20,000 for fake documents or for assistance in leaving the country outside official border crossing points.
