Voting by mail will become more accessible for Moldovan citizens living abroad. Parliament passed a bill in the second reading with support from 58 deputies. The legislation aims to reduce procedural errors and improve the transparency and security of the electoral process.
The bill expands the list of countries where postal voting is available. Japan and Australia have been added, along with the Republic of Korea and New Zealand.
A group of MPs from the Action and Solidarity Party drafted the bill based on the experience of the 2024 presidential elections and constitutional referendum. That vote marked the first time Moldovan citizens could cast ballots by mail as an alternative method of exercising their constitutional rights. The bill includes several proposals to improve the regulatory framework and boost the efficiency of the electoral process.

After Parliament approved the initial legislation, Moldovans living in the United States, Canada, Norway, Sweden, Finland, and Iceland can vote by mail in the 2024 elections.
In the same plenary session, Parliament adopted a draft law to improve election and political party regulations. Initiated by the same PAS group, the proposal incorporates recommendations from national and international election observers and findings from the Constitutional Court. The Court identified shortcomings in the current framework during its review of the latest elections.
“This initiative reflects a clear commitment to strengthening a fair and predictable electoral process in line with international standards,” the bill’s explanatory note states.
