The new changes proposed by the so-called “supreme soviet” in Tiraspol regarding the interruption of communication services for individuals and legal entities raise serious concerns about the respect for fundamental rights. The Promo-LEX association announces that this action represents “online censorship.”
According to the two “draft laws” initiated by the so-called “deputies” Galina Antiufeeva and Oleg Petric, the proposals introduce the possibility to cut communication services (telephone, internet) for individuals or legal entities for up to 48 hours, without a “court decision,” based only on a request from a functionary within the Transnistrian security structures. The declared purpose of these measures is to prevent the use of communication tools for the “commission of crimes against a person’s life or health” or for acts that pose a “real threat to the political, economic, military, informational, or environmental security of the so-called ‘pmr’.” The authorities may extend the initial 48-hour period based on a “ruling” issued by the so-called “courts” subordinated to the Tiraspol regime.

The proposals also authorize a broader list of security structures to request telecom operators to cooperate in blocking access to communication services.
At the same time, Promo-LEX points out that the situation worsens because the only fixed and mobile telephony operator and the key internet provider in the Transnistrian region is “Interdnestrcom,” part of the “Sheriff” holding. “Sheriff controls the so-called ‘supreme soviet’ through the ‘Obnovlenie party’.” Under these conditions, “the region’s residents have no access to independent telecom operators,” the association adds.
