Several deputies affiliated with fugitive politician Ilan Shor have submitted a draft law aiming to criminalize the promotion of LGBT rights in Moldova. The proposal seeks to impose penalties for disseminating information related to same-sex relationships, gender reassignment, and support for non-traditional family models.
The bill, signed by Petru Jardan, Denis Ulanov, Reghina Apostolova, and Vadim Fotescu, includes proposed amendments to multiple legislative acts, including the Education Code, Audiovisual Media Services Code, Freedom of Expression Law, Contravention Code, Family Code, Law on Adoption, and Law on Assemblies.
The MPs justify the initiative by invoking religious and moral values, claiming that the promotion of non-traditional sexual relations represents a threat to the “traditional principles of the Moldovan people.” They propose that such values take precedence over freedom of expression, which, under the draft law, cannot be invoked in defense of supporting LGBT rights or gender diversity.

Violations of the proposed provisions could result in fines of up to 900 conventional units (equivalent to tens of thousands of lei).
The legislation closely mirrors laws Russia adopted in 2013, when authorities restricted LGBT content, and expanded in 2022 to criminalize effectively public LGBT visibility.
