SMEs in Moldova Receive Expanded Non-Refundable Financing and Job Support in 2025

Small and medium-sized enterprises (SMEs) in Moldova benefited from expanded access to non-refundable financing for business development throughout 2025, according to results presented by the Organization for Entrepreneurship Development (ODA).

The ODA data show that the number of funded projects increased from 596 to 810 during the year, a rise of 36 percent. The value of non-refundable funding reached 346.4 million lei, up from 250.6 million lei in 2024, marking a 38 percent increase. This support generated investments of 653.3 million lei, more than 22 percent higher than in the previous year.

In 2025, authorities consolidated funding by combining resources from the state budget with support from development partners. This approach helped maintain 10,374 jobs and supported plans to create an additional 5,073 jobs.

The authorities also launched the Growing SMEs support instrument in 2025, which offers non-refundable financing of up to 5 million lei per company for digitalization, green transition, production modernization, and energy efficiency.

At the same time, the ODA implemented technical assistance programs, including the Local Suppliers Development Programme and the mentoring component of the Women’s Entrepreneurship Support Programme, to strengthen the capacities of SMEs.
