The Central Electoral Commission (CEC) rejected recent claims made by officials of the Russian Federation. These officials accused Moldovan authorities of planning to rig the upcoming parliamentary elections through the involvement of Moldovan citizens living abroad.
The institution emphasized that such assertions are part of a disinformation campaign aimed at undermining trust in the electoral process.
“The CEC stresses that Moldovan citizens living abroad are an integral part of society, enjoying the same constitutional rights as any other citizen to participate in voting. The electoral authority rejects any attempt to marginalize them or to question their right to make a free and informed choice,” the Commission declared.

The CEC confirmed that it organizes the entire electoral process according to national legislation and international standards, under conditions of transparency, integrity, and respect for voters’ will. “We rigorously apply security, monitoring, and verification measures to ensure that every vote is counted accurately and reflects the voter’s true choice,” the Commission stated.
The CEC also called on citizens at home and abroad to rely on official and credible sources for information, avoid involvement in manipulation campaigns, and cast their vote freely, responsibly, and without external influence during the parliamentary elections on September 28.
The Ministry of Foreign Affairs responded to the issue, condemning the statements made by Russian officials.
“The Ministry of Foreign Affairs firmly rejects these tactics of informational warfare and stresses that Moldova’s authorities remain fully focused on conducting the parliamentary elections in a democratic, transparent, and lawful manner,” the ministry noted.
Both institutions issued these statements following remarks by Sergei Shoigu, Secretary of Russia’s Security Council, who claimed there were reasons to believe that Moldovan authorities plan to falsify diaspora votes, just as allegedly occurred during the 2024 presidential elections.
