The EU Leaders Reaffirm Unanimous Support for Moldova’s European Path, Endorse Opening of Accession Chapters

At the European Council meeting held yesterday, all 27 leaders of the European Union member states reaffirmed their strong support for the Republic of Moldova’s European integration efforts. They praised Moldova for the pace and consistency of its reforms related to accession. They invited the Council to move to the next stage of negotiations, including the opening of the first group of chapters on core values.

“This is an unprecedented recognition of our efforts and a powerful signal that Moldova has the full support of all 27 EU member states on its European path,” stated Cristina Gherasimov, Vice Prime Minister for European Integration.

In its official conclusions, the European Council:

  • Welcomed the upcoming Moldova–EU summit, scheduled for July 4, 2025, and reiterated its strong support for Moldova’s sovereignty, territorial integrity, resilience, and economic development.
  • Pledged to continue close cooperation with Moldova to strengthen its resilience and stability in the face of Russia’s ongoing destabilization efforts, including hybrid attacks aimed at undermining democratic institutions.

  • Congratulated Moldova on its progress in implementing reforms related to EU accession and encouraged both the Moldovan government and the European Commission to intensify efforts in the accession process.
  • Invited the Council to move forward based on merit once all conditions are met and took note of the Commission’s assessment that Cluster 1 — covering core values — is ready to be opened.

This step marks a significant milestone in Moldova’s EU accession process and demonstrates how the country continues to align with European democratic standards and strengthen its institutional resilience.
