The EU Member States provide Moldova with €9.5 million to build resilience

The European Union is providing Moldova with €9.5 million to enhance resilience. Moldovan officials will use these funds to strengthen their capacity to address national security challenges and support the EU integration process.

Chisinau recently hosted the official launch of the “EU4 Resilient Moldova – Secure State, Strong Communities” project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova. The project aims to create a safer environment by enhancing state institutions’ ability to protect critical infrastructure and manage emergencies effectively.

The initiative will equip the Ministry of Interior (MAI) with protective equipment and machinery to ensure security and rapid response in critical situations. By November 2025, the project plans to build 10 community volunteer fire and rescue stations and provide 25 units with 350 sets of protective equipment, advanced communication systems, and intervention tools.

Five municipalities will each receive €80,000 to implement the “Smart Village” concept, investing in photovoltaic parks with a budget of up to €190,000 per municipality. Additionally, five towns will get €200,000 for urban revitalization projects, and 12 municipal enterprises will receive specialized intervention equipment, solar panels, or other alternative energy technologies.

Peter Wagner, Head of the Foreign Policy Instruments (FPI) Service, stated, “Moldova is taking significant steps to enhance the resilience and security of its citizens. This project will further these efforts by investing in civil protection, infrastructure, and rural development, addressing the needs of both urban and rural communities, improving emergency response, social cohesion, and economic growth.”

Adrian Efros, head of the MAI, added, “These investments will help us identify and counter potential national security threats. Community Volunteer Fire Stations are crucial for increasing safety and resilience in Moldovan localities, playing a vital role in emergency responses to fires and other critical situations.”

The 18-month project will involve the Ministry of Interior and its subordinate institutions, the Ministry of Infrastructure and Regional Development, the Ministry of Agriculture and Food Industry, the Ministry of Energy, the State Chancellery, and the Reintegration Office.
