The Moldovan government plans to regulate freelance work through a new, simpler tax system. The Ministry of Economic Development and Digitization has published a draft law, now open for public consultation.
The bill targets all self-employed individuals—from IT specialists, designers, and photographers to nannies, craftspeople, and other freelancers. It aims to establish a user-friendly legal framework that encourages self-employment and reduces red tape.
The initiative aligns with a global shift toward freelancing. In the United States, experts predict freelancers will soon make up more than half of the workforce, while Central Europe is also seeing steady growth in the sector.
