Starting October 22, 2025, the Transnistrian authorities will lower the minimum age for administrative liability from 16 to 14 years. The region’s leader signed the amendment, and it takes effect tomorrow.
Under the new law, teenagers aged 14 and above can face sanctions for several administrative offenses, including:
- Consumption of alcohol or drugs in public places – fine between 92 and 5,520 Transnistrian rubles (about 90–540 lei);
- Appearing intoxicated in public – between 73 and 276 rubles (around 70–270 lei);
- Smoking – a warning for the first offense, then a fine between 184 and 276 rubles (about 180–270 lei);
- Property damage – between 920 and 1,840 rubles (about 900–1,800 lei);
- Petty theft – between 920 and 8,280 rubles (about 900–8,100 lei);
- Hooliganism – between 92 and 920 rubles (about 90–900 lei);
- Animal cruelty – between 1,840 and 2,760 rubles (about 1,800–2,700 lei);
- Driving without a license – between 920 and 1,840 rubles (about 900–1,800 lei);
- Use of narcotic substances without prescription – between 920 and 2,760 rubles (about 900–2,700 lei).
The initiative to reduce the minimum age for administrative responsibility reportedly originated from a fifth-year student at the Law Institute of the Ministry of Internal Affairs.
