U.S. Human Rights Report on Moldova: Limited Progress and Ongoing Challenges

Insufficiently investigated cases of torture, pressure on press freedom, and systematic violations in the Transnistrian region are just some of the serious problems highlighted in the U.S. Department of State’s annual human rights report on the Republic of Moldova, analyzed by Promo‑LEX.

Although the report finds no significant changes compared to the previous year, it states that serious human rights issues persist — especially those related to torture, inhumane treatment, and interference with freedom of expression. IPN says the report also notes that authorities in Chisinau have made efforts to prevent abuses, but progress in certain areas remains limited.

The report cites credible evidence of torture and degrading treatment, particularly within law enforcement and the penitentiary system. Authorities rarely conduct investigations, and when they do, they are often superficial; cases seldom reach the courts. Poor detention conditions and the lack of access to adequate medical care continue to pose acute problems.

Although legislation guarantees press freedom, the report says political and financial influences undermine it. It mentions cases of harassment and intimidation of journalists, as well as organized disinformation that directly undermines the democratic functioning of the state.

Regarding the situation on the left bank of the Dniester, the report describes it as “very serious.” It details cases of political repression, arbitrary detention, and torture.

Promo‑LEX, a key contributor to the report’s documentation, fully supports its conclusions. The organization stresses that the de facto administration in Tiraspol continues to use torture as a method of intimidation and to obtain confessions, without holding perpetrators accountable.
