Moldova participated in the bilateral screening meeting on Chapter 16 – Taxation, held in Brussels as part of the country’s EU accession process. The Ministry of Finance coordinated the event, aiming to assess how well Moldova’s national legislation aligns with the EU acquis.
Minister of Finance Victoria Belous stated that the meeting focused on analyzing Moldova’s current tax policies, planned reforms, and commitments. She emphasized that harmonizing the fiscal system with the EU framework will boost investment appeal, improve tax administration, and strengthen macroeconomic stability.
Authorities announced key reforms, including the transposition of the VAT Directive, revision of VAT rates, digitalization of tax processes, and simplification of VAT refund procedures. These changes aim to support the business environment and bring greater transparency to tax administration.

Minister Belous noted that European partners expressed openness and agreed to support Moldova’s legislative alignment by sharing experience and best practices from EU member states.
Regarding EU funds absorption, the minister highlighted that Moldovan authorities continue strengthening administrative capacities to manage budgetary resources effectively. At the government level, officials established a public investment monitoring mechanism.
The Ministry of Finance also works on simplifying public procurement procedures through legal amendments intended to ease the implementation of EU-funded projects.
The screening meeting marked a crucial step in Moldova’s European integration journey and provided a technical assessment of the country’s readiness to become an EU member. The process will continue with sessions dedicated to other chapters of the EU acquis.
