The National Health Insurance Company (CNAM) is drafting the regulatory framework to provide healthcare based on a European health card. The CNAM Director General Ion Dodon told Rlive’s “National Consensus” program that the authorities aim to finalize bringing the legislation into line by December 2025.
“The European Health Card implies that a citizen of the Republic of Moldova can apply for a short time for a card that will provide urgent medical care on the territory of another EU state. The CNAM will pay for these emergency medical services abroad. In the same way, a citizen of an EU member state will be able to receive emergency medical care in our country if he has such a card”, said Ion Dodon.
According to the CNAM director general, the European health card can ensure access to medical services for several months in an emergency. Scheduled situations will be part of cross-border medicine, which provides for hospitalization at the citizen’s choice but according to the legal provisions.

“Citizens can choose a medical institution they consider safer and better in another EU country. They will request approval from the CNAM. After receiving treatment, the patient will present the bill, and the CNAM will reimburse the amount that the treatment would have cost in a domestic medical institution. If the service is more expensive, the citizens will pay the difference from their resources,” said Ion Dodon.
He added that the Government will adopt normative acts that will establish the types of medical services provided abroad and the conditions of access to them. At the same time, the CNAM will set up a focal point that will manage the requests for medical care in another country and payment for medical services received abroad.
