The Public Services Agency will annul more than 700 driving licenses illegally obtained between February and September 2025 in the municipalities of Balti and Edinet, according to statements by the ASP head Mircea Esanu.
An internal investigation revealed that candidates received guidance during theoretical exams by using special devices and hidden cameras to obtain the correct answers.
“We identified a case with full certainty, and starting next week we will most likely annul over 700 driving licenses connected to a corruption scheme uncovered in Balti and Edinet, where theoretical exams were rigged. We obtained all video recordings and uncovered the scheme internally. My colleagues identified the mechanism: candidates used special gadgets, including a camera and a microphone, through which they received instructions on what to press and which answers to choose during the theoretical exam,” Mircea Esanu said.
Under the legislation and the methodology approved by the Ministry of Education, authorities have the right to annul illegally obtained driving licenses and sanction those involved.
“I do not believe such schemes could have operated without some level of organization involving law enforcement bodies, though I hope I am wrong. This year we broke a record, with 160 to 170 internal service investigations related to driving licenses alone. We applied around 80 sanctions with severe reprimands, dismissed seven people, recorded three voluntary resignations, including individuals questioned by the National Anticorruption Center, and two others have already left,” he added.
Mircea Esanu warned that the scheme, active between February and September 2025, could have functioned only with tacit support or tolerance from certain law enforcement structures.
