The European Union and the Republic of Moldova expect to decide on roaming liberalization by late June or early July. The EU Council has added the topic to its agenda in May.
According to a note from the General Secretariat of the Council sent to delegation members, Moldovan authorities committed on May 9, 2025, to fully align national legislation with European regulations in this area and amend relevant provisions accordingly.
Moldovan officials needed to update several regulations by June to implement the new rules.

The document states that Commission services have already begun an informal assessment of Moldova’s notified legislation. If the assessment yields positive results, the Commission could request the Association Council to approve roaming market liberalization by late June or early July, followed by further formal procedures in July.
The EU Council for Transport, Communications, and Energy placed roaming liberalization on its provisional agenda for the June 5–6 meeting. The Telecommunications and Information Society working group will also discuss the issue on June 19.
