Unreported expenditures in the electoral campaign, estimated by Promo-LEX at 2.2 million MDL. The candidates involved

Between September 20-30, 2024, the presidential campaign reported expenditures of 8.3 million lei and revenues of approximately 13 million lei, mostly from political party funds. Maia Sandu, Alexandr Stoianoglo, and Renato Usatii spent the most on promotion. At the same time, candidates failed to report 2.2 million lei for the presidential campaign and 1.2 million lei for promoting the referendum.

Sandu, Stoianoglo, and Usatii accounted for 89% of the total revenues and 90% of the expenditures. PAS disclosed all revenues for the referendum, which came from state budget allocations and donations.

Parties and candidates in the presidential campaign failed to report around 88% of their expenses, which primarily went toward promotional materials. They also paid unreported funds to agitators and allocated money for organizing events and transportation.

The candidates with the highest unreported expenses during the monitoring period were Alexandr Stoianoglo, Vasile Tarlev, and Irina Vlah.

In the context of the constitutional referendum, about half of the unreported funds were allocated to promotional materials (50%), social media advertising (23%), and transportation (17%). The referendum participants who did not disclose these expenses in official records include the Victory Bloc, the Party of Communists, the Party of Action and Solidarity, and the National Alternative Movement.
