The referendum is close to being declared valid. The voting process has concluded in China and Japan

The Central Electoral Commission (CEC) presented updated information by 4:00 PM regarding the voting process in the constitutional referendum and the elections for the presidency of the Republic of Moldova.

By 4:00 PM, over 1,143,000 voters had exercised their right to vote, representing 39.4% of the voters on the electoral lists. For comparison, on November 1, 2020, during the first round of the presidential elections, more than 927,000 voters had cast their ballots by 4:00 PM, which accounted for about 33% of the total number of those included on the electoral lists.

Regarding the participation rate in the referendum, we reiterate that data is collected from the territorial electoral offices of the polling stations by the electoral district councils and then from the electoral district councils by the Central Electoral Commission. The counting is done manually by calculating the signatures on the electoral lists and transmitting the data via phone and email. By 3:00 PM, of the 1,007,119 voters who appeared at the polling stations, 907,594 participated in the constitutional referendum, representing a rate of 32.11%

To be declared valid, at least one-third of voters, or 33%, must participate in the constitutional referendum. Additionally, for the proposed amendment to the Constitution to pass, it must be supported by at least 50% of the participants.

The CEC informs that the voting process has already concluded in Tokyo, Japan, where 69 voters exercised their right to vote. By 4:00 PM, the voting process had also ended in China, with 73 people casting their ballots. The other polling stations abroad are fully operational, except for four: one in Canada and three in the United States. These will begin their operations at 5:00 PM.

Right now, many citizens are waiting to vote in polling stations located in France, Italy, Turkey, Romania, Belgium, and the Russian Federation. The CEC has ensured that all polling stations abroad have enough ballots so that every voter can exercise their right to vote.

At the same time, the General Inspectorate of Police reports 74 cases of electoral violations:

  • Photographing the ballot: 14 cases
  • Damaging ballots: 5 cases
  • Removing a ballot from the polling station: 1 case in Ialoveni
  • Prohibited electoral agitation: 10 cases
  • Unauthorized electoral display: 6 cases
  • Organized transportation of voters: 8 cases
  • Reasonable suspicion of bribery of voters: 6 situations
  • Presence of multiple individuals in the voting booth: 2 cases
  • Over 20 other cases involve different incidents.
