Moldovan Ambassador Summoned to Russian Foreign Ministry: Chisinau Responds on Ozerov’s Accreditation

Moldova’s Ambassador to Russia, Lilian Darii, was summoned to the Russian Ministry of Foreign Affairs. Officials asked the Moldovan diplomat to explain President Maia Sandu’s decision not to receive Oleg Ozerov’s accreditation.

According to an official statement, during the discussions, Moldova’s ambassador was handed the text of the Vienna Convention and a verbal note requesting an explanation for Moldova’s alleged violation of its provisions. Specifically, the Russian side questioned the consistency of Moldova’s diplomatic practice concerning the accreditation process for heads of diplomatic missions.

The Ministry of Foreign Affairs has issued a response following the Russian Foreign Ministry’s summons of Moldova’s Ambassador to Moscow. The summons was related to Russian Ambassador Oleg Ozerov, who arrived in Chisinau in October 2024 and has not yet been accredited. The MFA emphasized that “The Republic of Moldova consistently applies the provisions of the 1961 Vienna Convention on Diplomatic Relations, including those concerning the procedure for presenting letters of accreditation.”

“The scheduling and organization of the accreditation ceremony is the exclusive prerogative of the host state, by diplomatic practices and the agenda of the relevant institutions,” the Ministry of Foreign Affairs stated in a press release.

In this context, Moldova rejects any allegations of violating the Vienna Convention and reaffirms its commitment to respecting international norms governing diplomatic relations.

In September 2024, the Russian government appointed Oleg Ozerov as its Ambassador to Moldova. He holds the diplomatic rank of Envoy Extraordinary and Minister Plenipotentiary, Second Class. Before this appointment, he served as Ambassador-at-Large and head of the Secretariat of the Russia-Africa Economic Forum since May 2020.

At the beginning of February 2025, President Maia Sandu announced that she would soon decide on Oleg Ozerov’s accreditation. She explained that, so far, he has not been invited to present his credentials due to Moscow’s unfriendly rhetoric towards Moldova.
