Moldova Records Lowest Number of ECHR Applications in a Decade

In 2023, the Republic of Moldova registered the lowest number of applications to the European Court of Human Rights (ECHR) in the past ten years, Minister of Justice Veronica Mihailov-Moraru announced.

Of the 363 applications submitted, the Court declared 343 inadmissible—a result the Minister attributes to improvements in Moldova’s domestic human rights protection mechanisms. The ECHR issued 17 judgments and made 33 decisions of inadmissibility or striking out cases. The number of judgments reached its lowest point in six years.

In 15 of the 17 judgments, the Court found at least one violation of the European Convention on Human Rights by Moldova. According to Mihailov-Moraru, the majority of these violations stem from actions or omissions by courts, prosecutors, investigative bodies, bailiffs, and psychiatric institutions between 2011 and 2020.

To address these issues, the Minister emphasized the need for further reforms, including:

  • Enhancing institutional cooperation to better protect domestic violence victims;
  • Establishing legal safeguards for non-voluntary psychiatric hospitalization;
  • Creating a compensation mechanism for victims of abuse and discrimination, particularly minors with intellectual disabilities;
  • Providing ongoing training for legal and justice professionals.

To implement the Court’s decisions, the Ministry’s Government Agent has held working meetings with relevant authorities, organized sessions of the Consultative Council, and submitted 26 action plans and reports to the Committee of Ministers. So far, authorities have completed supervision in 20 cases.
