Good news for the diaspora: Moldovans abroad will be able to vote by mail in the parliamentary elections this fall

Moldovan citizens living abroad can also vote by mail in the upcoming parliamentary elections this fall. Parliament Speaker Igor Grosu confirmed it on Wednesday, April 23, during a press conference.

“Voting by mail will remain in place—this is a committed decision. The Central Electoral Commission (CEC) now needs to finalize the law. We will proceed based on the same law we adopted for the previous election. The specifics depend on the geographic coverage,” stated Igor Grosu.

According to IPN, the Parliament Speaker said mail-in voting works effectively, and the state must keep it secure.

“On the one hand, we should ensure a functional postal system we can trust. I know the authorities are changing the deadline for envelopes to reach polling stations or embassies,” added Igor Grosu.

The Central Electoral Commission has recommended keeping the mail-in voting option for this year’s parliamentary elections, potentially extending it to more countries. The report on the partial use of mail-in voting in six countries during the October 20, 2024, referendum and presidential election includes these recommendations.

The CEC reiterated the Venice Commission’s recommendation to establish mail-in voting as a permanent method after the 2025 parliamentary elections to ensure legal stability and security.

For the first time, in last year’s autumn elections, authorities piloted mail-in voting in six countries—the United States, Canada, Norway, Sweden, Iceland, and Finland. Around 1,800 Moldovan voters chose this voting method.

Moldova will hold its parliamentary elections this year on September 28.
