The Parliament’s Committee on Culture, Education, Research, Youth, Sport, and Mass Media approved a report on draft amendments to the Law on Advertising. The changes introduce a new chapter that defines state advertising and sets procedures for allocating public funds transparently and fairly.
The initiative, developed by a group of MPs from the Action and Solidarity Party (PAS), establishes criteria for distributing public funds for state advertising. These include media service diversity, editorial independence, thematic focus, language, target audience, adherence to professional and ethical standards, transparency, and disclosure of funding sources.
Under the proposed law, public institutions will create and publish an annual plan for disseminating public interest messages. They must also report each year on campaign spending and outcomes. Advertising providers will be subject to the same transparency obligations.

The Public Procurement Agency will monitor procurement procedures related to state-funded advertising.
This legislative initiative supports Moldova’s effort to align its laws with European standards and partially transposes the EU Regulation on media freedom.
