The Republic of Moldova secured a €143.5 million loan from the European Investment Bank (EIB) to modernize Chisinau’s centralized heating system. The Parliament ratified the financing agreement on Thursday, July 10. The EIB agreed to finance 44% of the total €326 million project budget.
The Ministry of Energy confirmed that the project will benefit over 300,000 residents. Authorities plan to install 2,510 individual heating points and convert 1,665 residential buildings to a horizontal thermal distribution system. They will also launch 57 pilot projects focused on thermal insulation and the introduction of in-apartment horizontal distribution networks. Teams will rehabilitate primary thermal pipelines and construct two new pumping stations to ensure a more efficient and reliable energy supply throughout the capital.
Officials aim to reduce energy losses, improve efficiency, and lower household heating bills by up to 30%. They will introduce individual metering systems that allow each resident to manage energy consumption independently, enhancing both comfort and cost control.

The European Bank for Reconstruction and Development (EBRD) will provide an additional €143.5 million, while EU grants and the Eastern Europe Energy Efficiency and Environment Partnership (E5P) will cover the remaining costs.
Authorities also launched the broader “Energy Efficiency in the Republic of Moldova” program, valued at €76.9 million, which includes a €12.4 million grant from the EIB. Through this program, the government aims to raise energy efficiency in both the public and residential sectors. Officials believe the reforms will significantly improve the quality of public services and overall living conditions.
