Promo-Lex: some election candidates started campaigning before the legal deadline

Although the law officially sets August 29, 2025, as the start of the electoral campaign for the parliamentary elections on September 28, 2025, some candidates began campaigning before the legally established date. The Promo-LEX observation mission identified at least 2,339 promotional activities.

These activities include street advertising, meetings with voters, and distributing informational materials. The non-governmental organization reported that representatives of the Electoral Bloc “Patriotic of Socialists, Communists, Heart and Future of Moldova” and the Party of Action and Solidarity (PAS) committed the majority of violations.

“The described situation indicates that actual campaign spending will significantly exceed the amounts that candidates must declare during the next 30 days of the campaign,” the observers noted.

Additionally, Promo-LEX documented at least 40 cases in which candidates abused administrative resources, attributing 30 of these cases to the PAS. These activities involved public employees working during official hours and local authorities.

“The PAS ministers-candidates promoted the party through official trips across the country, undermining the fairness of the electoral process and blurring the separation between party and state,” the monitoring report stated.

Between July 21 and August 19, observers recorded 233 cases of hate speech, including 162 in the electoral context. Promo-LEX reported that Igor Dodon, Victoria Furtuna, and Vasile Costiuc propagated statements targeting politicians, women, and LGBT individuals. These statements included incitement to violence, discrimination, and direct threats.
