In 2025, Shor allocated over $100 million to finance projects in Moldova and the CIS

In 2025, Ilan Shor allocated over 100 million US dollars to finance projects aimed at influencing youth in the CIS countries, including the Republic of Moldova. This information comes from internal documents of the “Shor group,” which surfaced in the public domain following a large-scale cyberattack on accounts linked to his infrastructure, IPN reports.

The data leak became known on the morning of September 3, though Shor’s structures were breached about a month to a month and a half earlier.

IPN obtained a document concerning the activity of organizations affiliated with the fugitive Shor. According to the leaked information, total expenses for this year’s projects amount to approximately 9.8 billion Russian rubles—nearly 100 million dollars. This figure is comparable to the annual budgets of some Moldovan ministries.

Journalists’ analysis shows that the main spending directions include large-scale cultural events, social programs for children and teenagers, as well as administrative and media expenditures across the CIS countries. Substantial funds are also earmarked for staff maintenance, including offices in Kyrgyzstan and Armenia.

According to the source, among the activities of the non-profit organization Evrazia (under international sanctions and linked to Ilan Shor), hundreds of millions of rubles are allocated annually. This entity, founded last year by Shor’s former accountant Nelli Parutenco (herself sanctioned for attempts to destabilize Moldova), has organized trips to Moscow for dozens or even hundreds of young people from the country and distributed millions of rubles in grants.

The timeline of these projects largely overlaps with Moldova’s political calendar. Cultural and social events aim to build the image of a “generous benefactor,” while media-related spending indicates a strategic focus on informational support and shaping public opinion.

Previously, IPN and international investigative outlets reported on financing schemes for Shor’s projects through Russian state banks and offshore structures, including the use of cryptocurrencies.

So far, Moldovan politicians affiliated with Shor, as well as Ilan Shor himself, have not publicly commented on the leaked information and large-scale cyberattacks.
