Moldova has launched a new strategic project to strengthen the institutional capacities of the Ministry of Foreign Affairs, with support from eight Nordic and Baltic countries—Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. The United Nations Development Programme (UNDP) is implementing the initiative, which focuses on enhancing cybersecurity and modernizing crisis management infrastructure by 2028.
State Secretary of the Ministry of Foreign Affairs Valeriu Mija emphasized the significance of this assistance.
“Moldovan authorities fully recognize that modern skills and institutional crisis management capacities have become essential elements of diplomatic interactions. We are very grateful to the eight Nordic and Baltic countries, as well as UNDP, for helping us modernize our institutional capacities in line with international and EU standards,” Mija said.

Speaking on behalf of the partner states, Danish Ambassador Søren Jensen stressed that the project is part of broader support to help Moldova resist hybrid attacks from Russia.
“Secure digital systems and strong democratic governance are common goals. We also support Moldova’s path toward EU membership,” Jensen noted.
The project includes several key measures:
- drafting a cybersecurity roadmap to modernize digital systems and strengthen information security,
- upgrading crisis management infrastructure, including renovating and equipping emergency coordination spaces,
- Introducing standard operating procedures to guarantee the continuity of diplomatic operations and effective crisis coordination.
The initiative builds on a memorandum of understanding signed by the foreign ministers of the eight Nordic and Baltic states during a visit to Moldova. It underscores their joint commitment to strengthening Moldova’s democratic institutions and supporting its EU integration.
According to the Ministry of Foreign Affairs, the project represents a crucial step in modernizing Moldovan diplomacy and protecting citizens at home and abroad. It strengthens institutional resilience and reaffirms the consistent backing of Nordic and Baltic partners for Moldova’s European path.
