Promo-LEX: Election campaign marked by geopolitical tensions, use of administrative resources, and hate speech

Today, the Promo-LEX Association released Report No. 4 of the Election Observation Mission for the parliamentary elections on September 28, 2025, covering the period from September 11 to 24. The report analyzes the end of the campaign, competitor behavior, and the transparency of election-related financing.

The Centru Court of Appeal decided on September 25 to limit the PRIM party’s activities at the Ministry of Justice’s request, following suspicions of illicit financing. This decision directly affects the Patriotic Electoral Bloc, of which PRIM is a member, and creates a risk of violating the gender quota under the Electoral Code. Promo-LEX warns that illicit actions by a constituent party should not automatically annul the entire bloc’s registration, and it recommends equal treatment and legislative adjustments to allow candidate lists to be updated even closer to election day.

During the monitored period, competitors conducted 1,984 campaign activities, 50% more than at the start of the campaign. PAS and the Patriotic Bloc carried out the most activities (approximately 26% each). Most activities focused on distributing informational materials (68%) and holding direct voter meetings (22%). Promo-LEX documented 1,754 cases of electoral advertising, including 37 cases of illegal placement, mainly targeting PAS and PN.

Observers recorded 84 cases of abusive use of administrative resources, mostly involving PAS. Examples include claiming credit for projects funded with public money and involving public officials in campaign activities during working hours. Additionally, observers documented at least six cases of religious institutions’ involvement in the campaign through Telegram messages or candidates’ participation in religious services.

Promo-LEX identified at least three cases of intimidation and tracked 15 third-party entities promoting electoral narratives, including coordinated networks from the Russian Federation. Observers also detected inauthentic coordinated behavior on social media, such as fake accounts, clone pages, or AI-generated videos.

Between September 8 and 21, parties declared revenues totaling 23.8 million lei, mainly from individual donations. PAS, the Patriotic Bloc, PN, and the Alternativa Bloc declared the highest amounts. Parties reported expenditures totaling approximately 23 million lei, mainly for TV and radio advertising and promotional materials. However, Promo-LEX detected unreported expenditures of at least 693,243 lei, mainly for online campaigns.

Between September 5 and 18, observers documented 72 cases of hate speech, viewed by over 2.6 million people. The speech targeted political affiliation, sexual orientation, ethnicity, or gender. Candidates Constantin Cojocari, Ion Ceban, Renato Usatîi, and Victoria Furtuna authored homophobic, sexist, or xenophobic messages. Promo-LEX emphasizes that discriminatory speeches and incitement to violence damaged social cohesion and the dignity of targeted groups.
