The government wants to expropriate the owners of certain non-residential private properties on Stefan cel Mare și Sfant Boulevard. What is the reason?

The government is preparing to approve the launch of expropriation procedures for several privately owned non-residential premises located at 73 Stefan cel Mare si Sfant Boulevard in Chisinau. The building is expected to be reinforced and converted into a unified headquarters for all subdivisions of the Prosecutor General’s Office of Moldova, as well as the Superior Council of Prosecutors.

A draft law has been prepared by the Cabinet of Ministers declaring the consolidation works of the Prosecutor General’s Office building a project of public utility and national interest. Compensation for the expropriated properties and related rights will be covered from the state budget.

Examination of the initiative has been scheduled for May 13 during a government meeting, after which the draft will be submitted to the Parliament of the Republic of Moldova for debate and approval.

According to the explanatory note attached to the draft, plans for consolidating the Prosecutor General’s Office building have existed since 2011. Several privately owned commercial spaces were later identified in the basement of the building. Agreements for the transfer of most of these premises were successfully negotiated by the state, but agreements with the owners of two remaining spaces were not reached.

As a result, the document states that the declaration of the project as a matter of public utility is necessary for the expropriation procedures to be carried out.

A request for 3 million lei to cover expropriation-related expenses has been submitted by the Public Property Agency of Moldova to the Ministry of Finance of Moldova.
