Approximately 4,200 apartments in the Republic of Moldova were built illegally and cannot be officially registered. According to Infrastructure and Regional Development Minister Vladimir Bolea, developers mainly constructed these apartment blocks before 2021 without the necessary technical documentation, approved projects, or construction permits. He also said that judges, architects, designers, and urban planners may have participated in these fraudulent schemes. The statements were made during the program “Территория свободы” on Realitatea TV.
“According to the law, authorities should demolish them. In practice, residents should unite and carry out an expert assessment. The problem is that such an assessment is expensive. (…) We urge citizens to be very careful and verify all documentation, as well as how and from whom they buy apartments. To protect citizens first of all, and also companies that operate honestly on the market, the state must separate these individuals from trustworthy developers,” Bolea stated.
The minister commented on cases in the construction sector where citizens fully paid for homes that developers either left unfinished or could not place into operation because of legal and technical problems. According to the official, developers erected some buildings without permits or technical projects, while others significantly deviated from approved documentation.
