More than 10,000 people working without official employment contracts have been identified by Moldovan authorities in 2026. According to the Ministry of Labour and Social Protection, of the 10,140 people found working undeclared, 6,722 have already been legally employed.
Progress has also been recorded across the wider labour market. According to the National Bureau of Statistics (NBS), the share of informal employment fell from 23.0% in 2023 to 17.3% in 2025, a decrease of 5.7 percentage points in just two years.
“Significant declines were also recorded in sectors where informality has traditionally been high: in agriculture, from 66.6% to 61.0%; in construction, from 66.2% to 49.0%. There is still much work to be done. Agriculture, construction, trade and industry remain priority areas. But the direction is clear: more employment relationships are being brought into the legal framework, while the share of informal employment in the economy is declining,” the Ministry of Labour said.
