According to data from the Bureau for Reintegration Policies, approximately 50% of drivers from the left bank of the Nistru hold Moldovan driver’s licenses. Meanwhile, separatist authorities continue to push for the issuance of so-called “neutral” driver’s licenses for the region’s population.
More specifically, Tiraspol leaders are urging Chisinau to approve models of neutral driver’s licenses. Authorities discussed the issue on February 20 during the first 2025 meeting of the working groups on transport and road infrastructure.
Chisinau representatives reiterated that the request is incompatible with international conventions and national legal provisions. These regulations explicitly require the identification of the issuing state that has adhered to international commitments, the national issuing authority, and the legal confirmation of the right to operate a vehicle within the respective category, according to the Bureau for Reintegration Policies.

During the February 20 meeting, discussions also covered synchronizing the working hours of vehicle registration centers in Tiraspol and Ribnita to a unified Monday-Friday schedule. Currently, these centers operate from Tuesday to Saturday.
“Chisinau has requested the removal of excessive fees imposed by Tiraspol on the movement of goods for vehicles exceeding 18 tons, considering them discriminatory and harmful to economic relations between the two sides of the Nistru. Instead, the possibility of repairing damaged roads to improve regional road infrastructure was proposed,” stated the Bureau for Reintegration Policies’ press service.
Additionally, authorities discussed new provisions regarding the registration of vehicles from the left bank of the Nistru with neutral plates.
