Amnesty International: Impunity in Moldova, a vulnerable media, and modest economic growth in 2025

Amnesty International reports that impunity persists in the Republic of Moldova, the media sector remains vulnerable, and economic growth is modest, according to its 2025 country report. The organization states that authorities have arbitrarily restricted the rights to freedom of expression and peaceful assembly.

The report highlights that officials have failed to hold perpetrators accountable for torture and other forms of ill-treatment, allowing impunity for past violations to continue. It also notes widespread discrimination against LGBT people.

Amnesty International states that authorities have banned the provision of medical abortion services via telemedicine and that significant obstacles continue to hinder Moldova’s ability to meet its climate goals. In Transnistria, which the report describes as a territory under Russian occupation, authorities have continued to suppress media freedom and have adopted a law banning the promotion of so-called “non-traditional sexual relations.”

Regarding the LGBT community, the report indicates that authorities did not close streets during a Pride march, forcing participants to move along sidewalks and parts of the roadway. Police fined participants for allegedly endangering traffic, but a court later annulled those fines.

On media-related issues, the authors state that authorities continued suspending licenses of pro-Russian TV stations without adequate procedural safeguards. At the same time, pro-European media outlets remain financially vulnerable, with many affected by the прекращение funding from USAID.

The report also cites claims from several media organizations that certain pro-government politicians attempted to influence editorial decisions by suggesting that unfavorable coverage could jeopardize access to foreign funding.

Amnesty International further criticizes legislation imposing fines for paid participation in protests, arguing that it lacks clarity and could restrict legitimate practices related to organizing public events.

The report states that authorities approved the ban on medical abortion after considering an anti-abortion petition signed by 19 individuals, without consulting medical professionals or civil society organizations focused on women’s rights. It also draws attention to illegal deforestation and emphasizes the need for stronger efforts to reduce carbon emissions.
