Commission Reviews Bill to Create Senior Advisor Roles and Reform Public Office Management

The Commission on Public Administration and Regional Development examined a bill proposing the creation of senior advisor positions within the offices of the Speaker, the President of the Republic of Moldova, and the Prime Minister.

Prepared by the State Chancellery, the bill amends 10 normative acts to enhance public office management and promote an efficient, transparent, and performance-driven administrative system.

Key provisions include setting clear criteria for appointing state secretaries in the Government and ministries and delegating human resource management responsibilities to ministry secretaries-general.

The bill assigns European integration duties to the Deputy Secretary-General of the Government and introduces new rules for employing senior-level officials within state-controlled authorities. Candidates who compete for high-level public positions will gain the right to challenge the competition results.

It also extends the restriction period for declaring assets and personal interests from 12 months to two years. Consequently, former holders of public dignity positions, or those in offices directly supervised by such holders, will be barred for two years after their mandate from providing services to institutions under their prior supervision.

Additionally, the bill proposes increasing the internship scholarship from 3,000 to 3,500 lei and raising the monthly mentor allowance from 1,250 to 1,500 lei. To support this, the state budget will allocate about 450,000 lei to fund approximately 100 interns and 100 mentors.
