DAILY BRIEFING: How Moldovans can vote by mail for the elections on September 28th

For the 2025 parliamentary elections, Moldovan authorities have expanded the list of countries where citizens can vote by mail. Moldovans residing in the United States, Canada, Norway, Sweden, Finland, Iceland, Japan, South Korea, Australia, and New Zealand can now take advantage of this option.

Citizens in these countries who wish to vote by correspondence must register by August 14, 2025, on the Central Electoral Commission’s (CEC) official website.

If voters change their mind and no longer want to vote by mail, they can cancel their registration until August 29, 2025.

How to Register for Mail-In Voting

To register, voters must provide:

  • A postal address where they wish to receive the voting materials
  • A valid email address and phone number
  • A simultaneous photo showing their face alongside a valid identification document that confirms their right to vote

Once registered, the CEC will add the citizen to the mail-in voter list and send them an envelope containing the voting materials.

How Voting by Mail Works

To guarantee the confidentiality of the vote, electoral authorities will use a two-envelope system:

  • An outer envelope, personalized with the recipient’s details
  • An inner envelope, unmarked and sealed with a security label, containing the ballot paper

Each voter must sign a declaration of abstention from multiple voting and confirm that they voted in secret. By signing this declaration, voters acknowledge their understanding of the legal consequences of violating these principles.

Ballot Submission Deadlines

The Central Electoral Commission (CEC) will begin mailing ballots no later than 20 days before election day. It will accept completed ballots sent by mail until 6:00 PM (local time) on the Friday before the election, according to the time zone of the voter’s country of residence.

If a ballot arrives after the deadline, the CEC will cancel it and notify the voter. However, the individual will still have the right to cast their vote in person at a polling station.

Costs Covered by the State

The state budget will cover all expenses related to organizing and conducting mail-in voting.
