Authorities will improve the energy efficiency of 57 residential buildings in Chisinau with support from the European Union. The Cabinet of Ministers approved a grant ratification agreement between the Republic of Moldova and the European Bank for Reconstruction and Development (EBRD), which provides €39.54 million to carry out the project.
The government allocated financial support to Termoelectrica company, which will implement insulation works for residential blocks and modernize internal heat distribution systems.
Authorities plan to install 2,510 individual heating points and convert 1,665 residential buildings to a horizontal heat distribution system.

”The authorities will also rehabilitate the primary thermal networks and build two new pumping stations, improving the city’s heat supply efficiency. They estimate that the project will benefit 300,000 households in the capital.
By carrying out these works, we will significantly reduce consumer costs, cut CO2 emissions by 816,000 tons, save 4,600 MWh of primary energy over the next 20 years, and improve the quality of services provided to the population,” officials from the Ministry of Energy stated.
Moldova will invest €326 million to modernize the centralized heating system in Chisinau.
In 2025, Parliament also ratified a loan agreement between Moldova and the EBRD for the project “Optimization of the Centralized Heating System in Chisinau,” with the EBRD contributing €143.5 million. The Eastern Europe Energy Efficiency and Environment Partnership and the EU Neighborhood Investment Platform support the project with grants of €15 million and €24.5 million, respectively.
