Former deputy director of SIS accused of spying for KGB brought to justice in Romania

The former Deputy Director of the Information and Security Service of the Republic of Moldova, Alexandru Balan, accused of treason, appeared before the High Court of Cassation and Justice, IPN reports.

Balan requested to be investigated while remaining free. Investigators stated that he would pose a public danger if released and a threat to national security.

Between 2024 and 2025, Balan attended two meetings in Budapest with intelligence officers from the KGB. He allegedly transmitted classified information and received instructions or payments for his actions, which could have endangered Romania’s national security.

Prosecutors took Balan into custody on September 8, 2025, in Timisoara and charged him with committing continuous acts of treason. He has remained in detention since September 10, 2025, with the courts in Bucharest extending the measure several times.
