Developers in Moldova may soon be encouraged to construct additional underground parking spaces under a new legislative proposal examined today by the Parliamentary Committee on Economy, Budget, and Finance.
The draft law, developed by the Ministry of Infrastructure and Regional Development, aims to align the regulatory framework with the new Urban Planning and Construction Code, adopted in 2023.
To incentivize underground construction, the bill proposes excluding underground parking spaces from the calculation of the land occupancy percentage and the land use coefficient. According to the authorities, this measure will:

- Improve traffic flow
- Reduce surface-level parking
- Create more green spaces in building courtyards
The draft also clarifies the roles of the National Technical Supervision Inspectorate and the police. These institutions will enforce construction halt or demolition orders and maintain public order.
The proposal will be submitted to parliament for consideration in the coming period.
