European Commission President Ursula von der Leyen announced €270 million and free roaming during the Moldova–EU summit.
She stated that the EU will release the first €270 million installment under the Moldova Growth Plan, which totals €1.9 billion. At the same time, the EU will eliminate all roaming charges for citizens communicating between Moldova and EU member states.
”In parallel with the accession negotiations, we’re working to bring Moldova’s economy closer to ours. Today, I’m releasing the first €270 million as part of the Moldova Growth Plan. You’ve delivered on reforms, and we’re delivering on our promise to invest and support with €1.9 billion. It will boost competitiveness and bring tangible benefits to Moldovan citizens. In October, Moldova will fully join SEPA—the Single Euro Payments Area—enabling faster, cheaper euro transfers and expanded business opportunities. We will also eliminate all roaming charges. From our EU experience, it’s an outstanding way to connect people and businesses,” von der Leyen said.
The European Commission announced that, starting January 1, 2026, citizens of the Republic of Moldova will no longer pay roaming fees when traveling within the European Union. The President of the European Commission, Ursula von der Leyen, also confirmed the announcement at the first Moldova–EU summit held in Chisinau, where she declared that the EU will eliminate roaming charges for Moldovans starting in 2026.

The European institution posted the message ”Moldovans, get ready to say hello in the EU without extra costs!” on its official Facebook page. According to the statement, Moldova will join the EU’s roaming area, easing travel, communication, and business with member states.
The Commission stated in its message, ”This is another important step that brings us even closer. It deserves celebration: in the EU, I am at home!”
Ursula von der Leyen also spoke about the topic at the first Moldova–EU summit in Chisinau: ”We will eliminate roaming charges. Based on our experience, it is a fantastic way to connect people and businesses,” added the European Commission President.
At the end of the summit, Maia Sandu reiterated a clear message: “Through this summit, the European Union sends a clear message: Moldova matters! For the first time, the European Union recognizes us as a natural part of its family. Our country’s accession to the EU is already underway — it is a process grounded in reality and built step by step, with the support of all 27 EU member states. Unfortunately, not everyone wants this path for Moldova. The Kremlin tries to convince us that Moldova doesn’t deserve support, disregards our people’s will, and relies solely on blackmail and control. We also talked about Ukraine — we must stand united in support of Ukraine, because Ukraine is holding the line against an aggression that threatens the entire region.”
