Airline passengers will receive higher compensation for lost or damaged baggage and flight delays. A bill passed by Parliament in its final reading on Thursday, February 20, includes these provisions.
Minimum insurance requirements will be increased for airline operators and aircraft operators conducting flights within, to, from, or over the Republic of Moldova’s territory.
According to the bill’s authors, raising the minimum insurance amount will provide greater financial protection for passengers in case of accidents and for the loss, destruction, or damage of baggage, postal shipments, and cargo.

“The minimum liability insurance amount for passengers in case of damages due to delays will increase from 5,346 SDR to 6,303 SDR per passenger, which is approximately 151,000 MDL based on the exchange rate of the National Bank of Moldova. For baggage, the minimum amount will rise from 1,288 to 1,519 SDR per passenger, equivalent to 36,000 MDL. Regarding cargo transport, the minimum amount will be set at 26 SDR per kilogram,” states a parliamentary press release.
The Ministry of Infrastructure and Regional Development, in collaboration with the Civil Aviation Authority, developed the bill amending the Law on Civil Liability and Insurance Requirements for Airline Operators and Aircraft Operators. It aligns with the provisions of the 1999 Montreal Convention, to which the Republic of Moldova is a party. Once adopted, the legislative amendments will take effect upon publication in the Official Gazette.
