Ilan Shor Loses Moldovan Documents – Irrevocable Ruling

The Supreme Court of Justice rejected the appeal filed by lawyers Cristian Bizian and Isae Cures on behalf of Ilan Shor in the dispute over the oligarch’s Moldovan documents. The court issued the irrevocable ruling on April 2, 2025.

In October 2023, the Chisinau Court of Appeal denied Ilan Shor’s appeal against the Public Services Agency (PSA), which had canceled his Moldovan identity documents in 2021. This decision upheld the lower court’s ruling and confirmed that Shor’s request lacked legal grounds, according to anticoruptie.md.

Anticoruptie.md reported that the Public Services Agency canceled Ilan Shor’s Moldovan identity documents in November 2021, including his 2012 ID card and 2010 passport.

 

The agency announced in a press release that officials inspected at the request of the Anti-Corruption Prosecutor’s Office. They discovered that authorities had issued Shor’s documents illegally and without his presence. Officials retrieved the photograph and handwritten signature from a database using images recorded years earlier. They also found that third parties had received the identity documents in violation of legal provisions.
