The European Union has imposed sanctions on six individuals it says have played a role in destabilizing the Republic of Moldova and undermining its sovereignty, independence, and democratic processes.
The EU Council added the individuals to its sanctions list and accused them of involvement in coordinated political interference and influence operations.
Among those sanctioned is Irina Vlad, leader of the “Heart of Moldova” party. EU authorities say she helped organize a paid electoral rally in July 2025 designed to simulate public support for the “Patriotic Bloc,” made several trips to Moscow ahead of the September 2025 parliamentary elections, and met Russian officials who allegedly provided guidance on electoral coordination.
The sanctions list also includes associates of Ilan Shor: Alina Juc, described by the EU as a coordinator of a covert organization linked to him; Iuri Vitneanski; and Ruslan Garbali, activists from Gagauzia associated with the “Renastere” party.
The EU authorities also sanctioned Anton Tregub, whom they describe as a Russian coordinator of the “Great Moldova” party.
Another listed individual is Anton Usov, a Russian citizen accused by the EU of infiltrating church structures and coordinating influence operations targeting clergy. EU officials say he trained priests to influence parishioners’ voting behavior.
The EU says the measures aim to counter actions it considers threats to Moldova’s democratic institutions and electoral integrity.
