Moldova and Germany Sign Agreement to Strengthen Cooperation in Labor and Social Protection

Moldova and Germany have signed a bilateral agreement to deepen cooperation in labor and social affairs. It is a part of Moldova’s broader push toward European Union integration.

The agreement was signed in Berlin by Moldova’s Minister of Labor and Social Protection, Alexei Buzu, and Anette Kramme, Parliamentary State Secretary of Germany’s Federal Ministry of Labor and Social Affairs.

The document reinforces Moldova’s commitment to aligning its labor and social policies with EU standards, an objective officially enshrined in the country’s Constitution in 2024. It also comes when Moldova is working to strengthen institutional ties with EU member states across various sectors.

“We will cooperate much more intensively with our German friends to accelerate Moldova’s integration into the European Union. I expressed the government’s gratitude for the support provided, especially the 33 million euros that helped cover heating subsidies in recent months,” stated Minister Buzu.

The visit to Berlin follows discussions initiated in Chisinau in September 2024, where the first high-level dialogue between Buzu and Kramme laid the groundwork for the current agreement.

The cooperation framework includes support for:

  • Approximation of Moldovan legislation to the EU acquis;
  • Combating undeclared work and reducing the informal labor sector;
  • Protecting the rights of Moldovan workers who travel to Germany for employment.

As part of his visit, Minister Buzu also took part in an inspection conducted by the Undeclared Labor Financial Control Unit of the Main Customs Office in Berlin, gaining firsthand insight into German enforcement mechanisms for labor standards.
