Moldova and Ukraine will be fully connected to the EU energy market by 2027

Today in Kyiv, the European Commission unveiled a new support package to strengthen Ukraine’s energy system security. The package also aims to facilitate Ukraine’s full integration into the European energy market.

This package will enable the complete connection of Ukraine’s electricity market to that of the European Union by early 2027, alongside Moldova. It also includes further integration into the EU gas sector, provided Ukraine significantly accelerates the necessary market reforms. Additionally, the package will enhance Ukraine’s and the region’s energy security through EU-supported gas purchases. Crucially, by rapidly expanding domestic renewable energy production, the package will strengthen the overall resilience of Ukraine’s energy system.

Ukraine’s civilian energy infrastructure has been under constant Russian attacks for the past three years, with half of its energy infrastructure destroyed. A fully independent energy system is the only way to shield Ukraine from ongoing attacks and future pressures. The integration of Ukraine into the EU energy market will serve as part of the security guarantees provided by the European Union and as a key prerequisite for reconstruction, as energy security is essential to attracting investment across the country.

European Commission President Ursula von der Leyen stated:

“For three years, Russia has tried to plunge Ukraine into darkness by relentlessly attacking its energy infrastructure. It must stop for good. With today’s package, Europe will ensure Ukraine has a resilient, secure, and competitive energy system. More renewable energy and full market integration will bring greater energy security to Ukraine and the European Union.”

  • Electricity market integration: Full connection of Ukraine’s electricity market to the EU by spring 2027, alongside Moldova, and deeper integration into the EU gas sector. It will be contingent on Ukraine accelerating the implementation of its existing commitments under the Ukraine Plan and the Energy Community framework, including a support mechanism for vulnerable households.
  • Gas procurement support: The Commission will help finance gas purchases, notably through the Ukraine Facility, in partnership with implementing partners. It will secure sufficient gas reserves to ensure supply stability for Ukraine and the broader region.
  • Accelerated renewable energy investment: The package will add up to 1.5 GW of renewable energy capacity—an increase of approximately 25% in Ukraine’s total renewable energy production. This support will come from the Ukraine Facility.

These new measures build on the over €2 billion in EU support over the past three years to strengthen Ukraine’s energy resilience and guarantee access to electricity. The EU has channeled this assistance through the Ukraine Energy Support Fund, the Civil Protection Mechanism, humanitarian aid, and revenues from immobilized Russian assets.

The European Union has delivered on the three key priorities set by President von der Leyen in September when she announced a €156 million package to address Ukraine’s urgent winter energy needs and reinforce its energy systems:

  1. Repairs: the restoration of the 1.8 GW of thermal power plant capacity.
  2. Stabilization: Wind and solar energy projects have been implemented across Ukraine to ensure energy security for critical services, households, and businesses, including the Ray of Hope project, which installs solar panels to power hospitals.
  3. Connectivity: Electricity exports from the EU to Ukraine have increased for the winter, with commercial capacity reaching 2.1 GW and an additional 250 MW emergency reserve made available.

Today in Kyiv, the Commission and Ukraine also agreed on an action plan to enhance cooperation on renewable gases. By introducing cleaner and alternative energy sources, this initiative will augment energy security in both the EU and Ukraine. It will also promote development and attract investment in Ukraine’s renewable gas sector.
