The Republic of Moldova became one of the first ten countries to sign the International Convention of the European Civil Aviation Conference (ECAC) Bureau during the 74th special meeting of Directors General of Civil Aviation from member states, held on August 28–30, 2025, in Bern, Switzerland.
The Swiss Federal Office of Civil Aviation (FOCA) hosted the event, bringing together leaders of civil aviation authorities from all 44 ECAC member states. Moldova sent Evghenii Kostetki, Deputy Director of the Civil Aeronautical Authority (CAA), as its representative.
By signing the convention, Moldova reaffirmed its commitment to the core values of European civil aviation: safety, security, sustainability, and interoperability. The convention strengthens cooperation among member states and supports the implementation of common best practices in aviation, according to the CAA.

The meeting agenda covered strategic topics, including candidates’ visions for the ICAO Council presidency, progress on the common evaluation process of security equipment (CEP), cooperation with regional civil aviation organizations, and prospects for air traffic development and aeronautical safety.
Moldova’s participation strengthened regional dialogue and confirmed its role as an active partner in European civil aviation. The CAA also announced plans to host the ECAC Directors General meeting in 2026, demonstrating the country’s openness and constructive engagement in international cooperation.
