Moldova Moves to Strengthen Crisis Response with New Commission

The Republic of Moldova will establish a National Crisis Management Commission, with the decision set to be approved by a Government resolution.

Government officials have announced the initiation of the decision-making process for public consultations. They state that the measure is necessary in the context of the Law on Crisis Management, which establishes the general legal framework for handling emergency and exceptional situations.

“According to legal provisions, crisis management operates through an integrated system based on strategic coordination at the national level and operational leadership exercised by competent institutions, in accordance with the principles set out in Article 3 of the law, including subsidiarity, proportionality, interoperability, and operational autonomy,” government officials specified.

Under the Law on Crisis Management, adopted in July 2025, the Government, the National Security Council, the National Crisis Management Commission, local and territorial structures, the National Crisis Management Center, as well as primary and supporting institutions, carry out the response to potential emergency situations.

The National Crisis Management Commission will decide on strategic preparation and response options, issue decisions mandatory for execution, and analyze information provided by the National Crisis Management Center regarding identified risks and threats, as well as available data and reports.

The Prime Minister will chair the National Crisis Management Commission. Its members will include the Director General of the National Crisis Management Center, the head of operations, ministers, and heads of relevant public authorities and institutions, depending on the type of crisis.

Once established, the National Crisis Management Commission will adopt decisions by a majority of the members present, and at least half of the appointed members must attend the meeting for decisions to be valid.
