Moldova to Receive EU Funds for Completed Reforms in Early October

Moldova is expected to receive, in early October, funds linked to reforms that were due to be completed by June 2026 and have been successfully implemented. In the coming days, the European Commission will conduct an official assessment of these reforms, after which the funds will be disbursed for milestones confirmed as completed.

So far, Moldova has completed 28 reform commitments and unlocked more than €500 million through the Reform and Growth Facility. According to the European Commission, the implementation rate for the commitments exceeds 90%.

The information was presented at the first meeting of the Monitoring Committee overseeing the implementation of the Reform and Growth Facility, held in Chisinau on Thursday, September 24.

“Moldova is leading among candidate countries in terms of implementing the Growth Plan, with a commitment completion rate of more than 90%. This is an outstanding result, and the most important thing now is to maintain this pace,” said Adrienn Kiraly, Director at the European Commission’s Directorate-General for Enlargement, Eastern Neighbourhood and Turkey.

According to Kiraly, the next six months will be important for completing several milestones included in the plan, including accelerating investments.

“You can count on our support,” Kiraly said.

Alexei Buzu, Secretary General of the Government and national coordinator of the Reform and Growth Facility, stressed that the authorities need to maintain the pace of reforms and move more quickly with investment projects.

“The Growth Plan is the largest economic support package for Moldova and the most comprehensive reform agenda in the country’s history. It is an unprecedented opportunity that we cannot afford to miss,” Buzu said.

The meeting also addressed measures to expand investment through the Neighbourhood Investment Platform. Participants stressed the need for transparent monitoring and reporting, as well as stronger institutional capacity to complete commitments on time.

Moldova’s Growth Plan is worth up to €1.9 billion for the 2025–2027 period. Funding is provided based on the implementation of reforms agreed between Moldova and the European Union.
