Ministry of Education of Moldova has introduced unified rules for evaluating private schools and kindergartens in the Republic of Moldova, requiring them to meet minimum performance standards and undergo regular assessments. The new methodology establishes, for the first time, a comprehensive system for authorization, accreditation, and quality certification in private education.
Under the new framework, authorities grant provisional authorization for a period of three years, allowing institutions to begin operating while they demonstrate compliance with requirements related to infrastructure, safety, and institutional capacity. After this period, schools must obtain accreditation, which gives them the right to organize exams and issue officially recognized diplomas.
The methodology defines clear evaluation thresholds: institutions must meet at least 70% of quality standards to be considered compliant, while those seeking a quality certificate must exceed 90%.
Authorities grant the quality certificate only to institutions that have completed at least two consecutive accreditation cycles. They reassess the certification once every seven years.
Evaluators will not rely solely on documentation. They will conduct on-site visits, observe classes, interview students, parents, and teachers, and analyze academic results against the national average. The Ministry states that all private education providers must follow this methodology and that evaluation results will be made public.
